In order to download either pdf file, it is necessary to have Adobe Acrobat Reader Version 3.0 or higher on your computer.  If you think you might not have this software, it is easy to download it from the Internet for free.

1. First bookmark the previous page from your Web browser, so that you can return there easily.
   
   
2. Click on the 'Get Acrobat' icon to download and install Adobe Acrobat Reader.

3. Afterwards, return to the previous page via the bookmark you just made to download the full report or the 10-page executive summary.

The pdf file for the full report contains bookmarks to help you navigate the document. When viewing the full report in Acrobat Reader access these bookmarks by clicking on the Display Bookmark and Page button on the Acrobat toolbar (it is the second button from the left) and click on the bookmarks to jump from section to section. As the page numbering of the online version of this document may vary from the printed version, please use the bookmarks rather than the Goto Page command.
